Safety Topic Of The Day: Handling Flammable Gases & Oxygen Tanks

I'm trying to make up for lost time. :) I had some extra time today so I was able to come in and share with you some new blog content. How are you doing on this Monday evening?? Before I share my latest "Construction Tales Safety Topic" content, allow me to share some updates on my other projects. Now that I've wrapped up my "Leslie's book and podcast ad", let's check out the written version of the latest Construction Tales Safety Topic that is known as video #15, Part C on my MP3 and MP4 formats: In my previous two videos, I introduced you to both the topic of hot work and rules on fuel powered portable heaters. In this video, allow me to introduce you to the rules that pertain to handling and using oxygen, acetylene, and other flammable gases when performing hot work on a typical construction jobsite. I am referencing Chapter 14 Fire Protection Systems that comes from the 2014 New York City Fire Code for this video. The handling of oxygen for hot work are being governed from FC 26 and 30, as applicable. The sections that give guidance for handling, storage, and use for liquid oxygen can be found under FC 1406.2.1.1 through FC 1406.2.1.9. Rules on managing flammable gases fall under FC 26, 35, and 38. The handling of these different types of flammable gases must be qualified by holding a current Certificate Of Fitness. Prior to doing any hot work, the appropriate permits must be filed and on hand onsite for review during periodic jobsite inspections as per FC105.6. Additionally, a sketch shall be submitted to the department for approval along with a permit for oxygen storage. The sketch should contain the following information: 1) number and size of containers 2) enclosure, manifold, and service piping construction 3) location of risers and outlets 4) location of all equipment that include vaporizers, valves, or safety relief devices. Signage must be posted near the oxygen storage area that uses the following language: “DANGER-LIQUID OXYGEN-NO SMOKING-NO OPEN FLAMES”. Additionally, legible operating instructions must be posted near the liquid oxygen manifold. One of the first things that you should know is that oxygen tanks are very dangerous and great care must be taken when transporting them. You are not allowed to store more than one tank, that is 6.2 cubic feet in size, of oxygen indoors. Any other oxygen containers must be stored outdoors. If you see more than one oxygen tank in your indoor work area, report this issue to the site safety manager immediately. The oxygen trailers must possess license plates through the Department of Motor Vehicles. Oxygen trailer containers shall be designed, constructed, and tested as per the rules that come from the United States Department of Transportation. The owner and operator of oxygen trailers must notify the department, in writing, at least 48 hours prior to the delivery of the oxygen containers to the construction site. The written data must include the following: 1) contractor’s name, address, and phone number 2) the location of the construction site 3) quantity and frequency of oxygen deliveries to the jobsite 4) expected duration of oxygen cylinders on the construction site. Of course, all the gas related equipment pertaining to hot work must undergo testing in order to be safe for workers and bystanders on the average jobsite. Vaporizers and manifolds must be pressure tested to 250 psig. The minimum bursting pressure must be rated at 1,000 psig. The safety relief shall relieve at or below 500 psig. Once they are assembled, they are then pressure tested to 500 psig while using a noncombustible material that is known as a testing medium. Any connection between the service piping and manifold cannot be more than five feet in length. The service hose tubing from the oxygen manifold must be made of: 1) copper 2) stainless steel 3) wrought iron or steel. The service piping must be labeled and secure. Once the equipment has been assembled and tested, it is required for the contractor to offer an affidavit that all parts are approved and tested and safe for use in the field. Once everything has been assembled and tested along with the space being free of hazards, it is time to get into the hot work. Once the hot work has ended, the oxygen and acetylene must be removed from the work space and placed into the designated storage areas. The exception to the rule is longer than two hours- such as work and lunch break. The storage area must be on an unoccupied area that sits within approved compressed gas storage containers and safely secured to prevent unauthorized entry. If outdoor storage is not available, acetylene storage can be permitted on the ground floor in an unoccupied building. The ground floor storage area cannot exceed 3,500 SCF. The outdoor storage locations can be multiple as long as the distance between the locations comply with FC Chapter 35 guidelines. When it is required for a site safety manager or site coordinator to be on the construction project, a fire safety manager must also be onsite for hot work operations. The site safety manager or site coordinator may also serve as a fire safety manager if they also possess the construction site fire safety manager certificate of fitness. For larger projects higher than 250 feet (+20 stories) and a footprint that is 200,000 square feet, the fire safety manager must be designated solely for that role. I will dive deeper into those credentials and how to acquire them in future videos. Well, my friend, this wraps up what I have for now on offering you rules and basic safety tips that pertain to handling oxygen tanks and acetylene on the average construction project. Accidents can happen on typical construction jobsites here in New York City. The objective is to learn some important safety tips and try to avoid any mishaps in the future. Safety Topic Of The Day: Part A: A Brief Introduction To Hot Work

What is hot work? Hot work means work involving electric or gas welding, cutting, brazing, or similar flame or spark-producing operations. Even if you are not doing hot work yourself, you still need to be familiar with some basic safety tips when the work happens within your work area. What are some duties that qualified workers must perform either before or during hot work? Here are some items to look out for: 1) {29 CFR §1910.252(a)}- The hot work permit shall document that fire prevention protection requirements have been implemented prior to the beginning of any hot work operations 2) Facilities that perform hot work operations are conducted on or near a covered process shall issue a hot work permit 3) This hot work permit must be kept on file until hot work operations are fully completed 4) The hot work permit must indicate the date(s) of authorization for hot work and identify the object on which hot work is to be performed 5) Sweep the floor of all debris 6) Invest in heat-resistant clothing and wear it each time you start work 7) Make sure all electrical outlets are closed and secure 8) Put fire-resistant mats on the floor to prevent sparks from catching fire 9) Don’t forget to check your goggles and/or face shield for cracks 10) Look for holes and tears in work gloves before turning on any tools 11) Check the ventilation in your work area. If it’s sufficient, use a respirator or face mask to protect yourself from combustible gases 12) Clear your work area of all flammable substances and materials 13) Use proper cable management to secure your tools 14) Keep aisles clear of loose tools, cords, and other potential trip hazards 15) Do a hazard assessment of the workspace before configuring it for hot work activities 16) When working on a busy jobsite, block off your workspace from heavy foot traffic (if possible) 17) Inspect tools, putting emphasis on the condition of cables and wires. If electrical components are exposed, don’t use the equipment 18) Ensure that you have a fire extinguisher or accessible water source nearby 19) Provide the fire watcher with suppressant tools in case of an emergency What are some duties that must be done once the hot work is completed? 1) At the end of every workday, put all combustibles like fuel gas and oxygen tanks in a designated storage area 2) Calibrate your gas detectors frequently to ensure they’re in working order 3) Assign someone to ensure that all fire hazards are controlled, and heat sources are closed off 4) Store tools in a safe place, making sure to keep them away from hazardous energy sources 5) Double check any ducts that you closed during the hot work process and ensure that they don’t need additional maintenance or repair FDNY Hot Work Permit Facts: • A hot work permit is required when using oxygen and a flammable gas, such as acetylene or propane • Permit Cost: $105 • Permit Duration: 1 Year A hot worker must possess a Certificate of Fitness: • 1) G60- Torch Use of Flammable Gases for Hot Work Operations • 2) F60- Fire Guard for Torch Operations Don’t worry. Safety Topic Of The Day- Operating Fuel-Powered Temporary Heaters

I'm sorry for a huge delay due to my personal and work loads. I have some extra time recently so I'm able to come in and share with you some new blog content. How are you doing on this Monday evening that kicks off the work week?? As I had previously shared before like a broken record, I found out that Anchor.fm is no longer electronically converting this written blog to an audio MP3 form automatically. Before I share my latest "Construction Tales Safety Topic" content, allow me to share some updates on my other projects. Now that I've wrapped up my "Leslie's book and podcast ad", let's check out the written version of the latest Construction Tales Safety Topic that is known as video #15, Part B on my MP3 and MP4 formats: In my previous video, I covered the meaning of hot work and introduced you to some basic safety tips while both preparing and performing hot work. Even people who are working in close proximity to hot work should be aware of the safety protocols. In this video, I want to do an overview with you on the rules of using portable fueled heaters on construction jobsites. I am referencing Chapter 14 Fire Protection Systems that comes from the 2014 New York City Fire Code. To start out, let us review the entire overall scope of work that is defined within the NYC fire code for Chapter #14: “This chapter shall govern the design, installation, operation and maintenance, including inspection and testing, of fire protection devices, equipment and systems, and other fire protection measures for the control and extinguishment of fire.” For this video, let us dive into some basic safety tips for using portable fuel-powered heaters while in construction. These heaters are covered under the FC 1403 section within Chapter #14 of the 2014 New York City Fire Code. There are strict rules as to the storage and handling of portable fueled heating devices on the jobsite. Portable fueled space heaters must be labeled, listed, and designed as per construction codes. In addition to NYC Fire Code, the laws that govern also include Mechanical Code and Fuel Gas Code. As applicable, the current fire commissioner also has the authority to implement additional rules that supersede the current fire code. People who handle these portable fuel-powered heaters must possess a Certificate of Fitness. Portable oil-fueled heaters can be stored, handled, and used on construction sites for curing and drying purposes. These oil-fueled heaters can be used during the heating season that runs from October 15th to May 30th at the end of the season. Portable gas-fueled heaters can either utilize liquified petroleum gas or compressed natural gas. These gas-fueled heaters are also allowed for curing process and during the same time frame as oil-fueled heaters. Refueling these heaters shall be allowed as per FC 3405 only after being shut off and allowed to cool down. Smoking is prohibited on construction sites here in New York City. Despite this fact, signage must be posted. Signage that’s regulated, as per FC 310, in the following areas: 1) on the swinging door of a fence or any kind of gate openings to a jobsite 2) at entrances to any building or structure that is under construction or demolition 3) on each floor at a stairway, elevator, and hoist way access point 4) at any outdoor or indoor areas on a construction site where people congregate together. Except for coke-fueled salamanders, it is unlawful to ignite or maintain an open fire. When using portable fueled heaters, proper housekeeping and ventilation is a requirement. The storage of flammable liquids for portable fueled heaters must comply with FC 3406.2. Class I and II liquids shall be locked up in approved safety containers. Prior to putting the portable heater into service, it is important to secure the heater. The objective of securing the portable heater is so that it does not accidentally become overturned and damaged in the process of being in service. The heating element must also be covered in order to protect workers from accidentally touching or material making contact and catching on fire. The use of a portable fueled-heater must be under supervision while it is in service. As stated previously, the person in charge of watching the heater while in service must be qualified to safeguard and check for hazards, via a Certificate of Fitness. Well, my friend, this wraps up what I have for now on offering you to safety tips that pertain to portable fuel-powered heaters that are used on the average construction project. Accidents can happen on typical construction jobsites here in New York City. The objective is to learn some important safety tips and try to avoid any mishaps in the future.
